These Terms & Conditions govern your access to and use of all to228 products and services. Please read this document carefully before registering an account or placing any bets or wagers on the to228 platform.

You must be at least 21 years of age and a resident of Indonesia to register and use to228. Account holders found to be underage will be permanently closed and all balances forfeited without exception.
Each individual may hold exactly one to228 account. Duplicate accounts are prohibited and will result in the suspension of all associated accounts and the withholding of any pending withdrawals pending investigation.
All funds are processed in Indonesian Rupiah (IDR). Minimum deposit is Rp 50.000. Withdrawals are processed to verified local bank accounts (BCA, BRI, BNI, Mandiri) and e-wallets (OVO, DANA, GoPay) within 30 minutes on average.
All promotional bonuses, free bets, and cashback offers are subject to wagering requirements stated in the specific promotion terms. Misuse or abuse of bonus offers — including creating multiple accounts — will result in bonus cancellation and possible account suspension.

2.1 Age Requirement. You must be at least 21 years of age to register an account with to228 or to use any of the Services. By registering, you confirm that you are 21 years of age or older. to228 reserves the right to request proof of age at any time and will close any account found to belong to a person under 21 years of age. Any funds in an underage account will be withheld and may be forfeited.
2.2 Residency. You must be a resident of Indonesia to use the to228 platform. Access to the platform may be restricted or unavailable in certain jurisdictions. It is your sole responsibility to ensure that your use of to228 is lawful in your country or jurisdiction of residence.
2.3 Legal Capacity. You must have full legal capacity to enter into a binding agreement. Persons who have been self-excluded from to228 or any other gambling platform, or who are subject to any court-imposed prohibition on gambling, are not eligible to register or use the Services.
2.4 Employee Exclusion. Employees, directors, officers, contractors, and immediate family members of to228 and its affiliated companies are not permitted to hold Member accounts or participate in any wagering activity on the platform.
3.1 Registration Process. To access the Services, you must complete the to228 account registration process, providing accurate, current, and complete information including your full legal name, date of birth, Indonesian residential address, valid email address, and Indonesian mobile phone number.
3.2 One Account Per Person. Each individual is permitted to hold exactly one to228 account. Registering or operating more than one account — whether under your own name, a family member's name, or any alias — is strictly prohibited. to228 uses device fingerprinting, IP analysis, and payment method monitoring to detect duplicate accounts. Where duplicate accounts are confirmed, to228 will close all associated accounts, withhold any pending withdrawals, and may void all unsettled bets.
3.3 Account Security. You are solely responsible for maintaining the confidentiality of your login credentials (username and password). You must not share your account credentials with any other person. to228 will not be liable for any loss arising from unauthorized access to your account resulting from your failure to keep your credentials secure. You must notify to228 support immediately if you suspect that your account has been accessed without your authorization.
3.4 Accurate Information. You agree to provide truthful and accurate information at registration and to keep that information up to date. Providing false information — including a false name, false date of birth, or a bank account not registered in your name — constitutes a material breach of these Terms and will result in account suspension and forfeiture of funds.
3.5 Account Activation. to228 reserves the right to refuse account activation or to close any account at its sole discretion without being required to provide a reason, subject to returning any undisputed deposited funds.
to228 accepts deposits and processes withdrawals via the following payment methods, subject to availability and applicable minimum/maximum transaction limits:
All transactions are denominated in Indonesian Rupiah (IDR). to228 does not accept deposits from third-party accounts — all deposits must originate from a bank account or e-wallet registered in the Member's own name.
Withdrawal requests submitted by verified Members are processed within an average of 30 minutes, 24 hours a day, 7 days a week, including Indonesian public holidays. Gold and Platinum VIP Members receive priority processing with an average processing time of under 5 minutes. Processing times may be extended during periods of high transaction volume or when additional verification is required.
Withdrawals are subject to the following conditions:
5.1 General Bonus Terms. All bonuses, free bets, cashback offers, and promotions made available on the to228 platform are subject to the specific terms published with each individual promotion, in addition to these general bonus terms.
5.2 Wagering Requirements. Unless otherwise stated in the specific promotion terms, bonus credits must be wagered a minimum of 10 times (10x rollover) before the resulting balance becomes eligible for withdrawal. For example, a Rp 100.000 deposit bonus must generate total wagers of at least Rp 1.000.000 before any portion of the bonus balance can be withdrawn.
5.3 One Welcome Bonus Per Member. The to228 welcome bonus is available to each new Member once only. Members found to have claimed the welcome bonus more than once — through duplicate accounts, shared household accounts, or other means — will have the duplicate bonus cancelled and may face account suspension.
5.4 Bonus Expiry. All bonus credits expire 30 days from the date of issuance unless a different expiry period is stated in the specific promotion terms. Expired bonus credits are forfeited and cannot be reinstated.
5.5 Game Restrictions. Certain bonus types may be restricted to specific game categories (e.g., slots only, sportsbook only). Wagers placed in restricted game categories will not count toward the wagering requirement for bonuses that exclude those categories.
5.6 Abuse and Manipulation. to228 reserves the right to cancel any bonus and suspend any account where there is evidence of bonus abuse — including but not limited to exploiting minimum-risk wagering patterns, coordinated wagering with other accounts, or systematic exploitation of promotional structures. Determination of bonus abuse is at to228's sole discretion.
6.1 Accepted Bets. All bets placed on to228 are subject to the applicable product-specific rules for sportsbook, live casino, slots, togel, and other game categories. These rules are published within each product section of the platform and form part of these Terms.
6.2 Minimum and Maximum Stakes. Minimum and maximum stake limits per bet are set by to228 and may vary by product, market, event, and Member account tier. to228 reserves the right to impose individual bet limits on any Member account at any time without prior notice.
6.3 Void Bets. to228 reserves the right to void any bet where: (a) a technical error resulted in incorrect odds or game parameters being displayed; (b) the event is cancelled, abandoned, or postponed beyond the applicable settlement window; (c) the bet was placed after the event's official start time in circumstances not covered by in-play betting rules; or (d) the bet was placed in violation of these Terms.
6.4 Palpable Errors. Bets placed at odds or on terms that are clearly incorrect due to human or technical error ("palpable errors") may be voided by to228 at its discretion, regardless of whether the bet has already been settled. Bets voided due to palpable errors will be refunded to the Member's account at the original stake amount.
6.5 In-Play Betting. In-play bets accepted after the official start of an event are subject to the specific in-play rules for each sport or game type. to228 makes no representation that in-play odds reflect real-time match conditions and accepts no responsibility for delays in odds updates caused by data feed latency.
The following conduct is strictly prohibited on the to228 platform. Engaging in any of the following may result in immediate account suspension, forfeiture of funds, and referral to appropriate authorities:
8.1 Verification Requirement. to228 is required to verify the identity of all Members before processing their first withdrawal. KYC verification may also be triggered at any time by the to228 compliance team, regardless of whether a withdrawal has been requested.
8.2 Required Documents. KYC verification requires submission of the following documents:
8.3 Verification Timeline. to228 aims to complete KYC verification within 24 hours of receiving all required documents. During periods of high volume, verification may take up to 72 hours. Withdrawals will be held pending the completion of KYC; deposits and betting activity are not affected.
8.4 Consequences of Failed Verification. If a Member is unable or unwilling to complete KYC verification, to228 reserves the right to suspend the account and withhold withdrawals until verification is satisfactorily completed. If KYC reveals that the Member has provided false information, the account will be permanently closed and funds may be forfeited.
9.1 to228 collects, processes, and stores personal data in accordance with its Privacy Policy, which forms part of these Terms. By registering an account, you consent to the collection and processing of your personal data as described in the Privacy Policy.
9.2 to228 does not sell or share personal data with third parties for marketing purposes without your explicit consent. Personal data may be shared with third-party KYC verification providers, payment processors, and fraud prevention services strictly for the purpose of operating the platform and fulfilling our obligations under applicable law.
9.3 You may request access to, correction of, or deletion of your personal data by contacting to228 support. Requests will be processed within 30 business days subject to any overriding legal obligations that require us to retain certain data.
10.1 To the maximum extent permitted by applicable law, to228's total liability to any Member in respect of any claim arising from or in connection with the use of the platform shall not exceed the total amount deposited by that Member in the 12 months immediately preceding the date of the claim.

While we commit to maintaining high platform availability, unplanned downtime may occur and to228 accepts no liability for bets or transactions affected by such downtime beyond restoring affected accounts to their pre-incident state.
11.1 Suspension by to228. to228 reserves the right to suspend or terminate any Member account at any time, with or without prior notice, if to228 has reasonable grounds to believe that the Member has breached these Terms, engaged in fraudulent activity, or posed a risk to the integrity of the platform.
11.2 Return of Funds on Termination. Where an account is closed by to228 for reasons other than a proven breach of these Terms, any verified balance held in the account will be returned to the Member via their registered payment method within 14 business days of closure, less any applicable outstanding bonus wagering obligations.
11.3 Voluntary Closure. Members may request to close their to228 account at any time by contacting customer support. Account closure requests will be processed within 5 business days. Any remaining balance will be paid out to the Member's verified bank account or e-wallet after all standard KYC and withdrawal conditions are met.
11.4 Self-Exclusion. Members who wish to exclude themselves from the platform for responsible gaming reasons may request self-exclusion via the account dashboard or by contacting support. Self-exclusion periods range from 30 days to permanent closure. During a self-exclusion period, the Member will be blocked from accessing the platform and from receiving marketing communications. 12.1 These Terms are governed by and construed in accordance with applicable international gaming regulations under which to228 holds its operating licence. to228 operates as a licensed and regulated platform serving the Indonesian market.
12.2 Any dispute arising out of or in connection with these Terms that cannot be resolved through to228's internal complaint resolution process shall be subject to binding arbitration under internationally recognized arbitration rules.
12.3 to228's internal complaint resolution process is the first required step for any dispute. Members must submit a formal complaint to [email protected] before initiating any external dispute resolution process. to228 commits to responding to formal complaints within 10 business days.
13.1 to228 reserves the right to amend these Terms & Conditions at any time. Where changes are material, to228 will provide at least 14 days' notice by posting the updated Terms on this page and, where practicable, by notifying Members via email or in-platform notification.
13.2 Your continued use of the to228 platform following the effective date of any amendment constitutes your acceptance of the revised Terms. If you do not accept the revised Terms, you must cease using the platform and may request account closure and return of your verified balance.
